The Happy Hour starts at 3 (give or take). However, from noon to 4 at the Naval Postgraduate School, a beautiful campus not too far from my house there is International Day. Free Admission to the public. Bring a photo ID. Food Tasting from around the world. Tickets are available for a buck apiece or 22 for $20. Games - Music - Dancing.
